properly segregate materials that may have hazardous characteristics. In addition, applicable
staff has been trained to sort the varying types of household wastes that may be encountered.
Containers for different waste stream types that may be encountered have been implemented(see
Attachment 1, Photo 1). Waste profiles are currently pending.
Contingency Plan—#107
During the inspection, a copy of the Site's Hazardous Material Business Plan (HMBP)was
provided for review. The HMBP plan included a Consolidated Contingency Plan in the format
provided by CaIEPA. While the format was limited in providing all the required information, it
was understood that the HMBP works in conjunction with the Site's Spill Prevention Control and
Countermeasures (SPCC)Plan and Emergency Action Plan(EAP). In addition, spill prevention,
control, and response requirements are also provided in the Site's Stormwater Pollution
Prevention Plan (SWPPP). Together these plans provide emergency contact information, spill
response procedures (including small/minor spills). However, the Consolidated Contingency
Plan format has been changed to include additional information as requested. In addition,
contact information has also been updated, which was in progress at the time of the inspection
due to recent staff changes that occurred just shortly before the inspection. A copy of the
updated Consolidated Contingency Plan is provided in Attachment 5. The Site SPCC, SWPPP,
EAP, and HMBP plans still work in conjunction with the Consolidated Contingency Plan and
may be referenced for more information. An updated copy of the Consolidated Contingency
Plan has also been uploaded to the State CERS database.
Training Records -#111
Introductory environmental training, which includes a review of hazardous waste management
procedures and requirements, is required for all new employees and is provided during their
Environmental Health& Safety (EH&S) orientation. On-the-job training is then provided
pertaining to their assigned tasks. In addition, refresher training is required at least once per
year. Elements of the hazardous waste training program are also separated out by topic (i.e.
labeling, universal waste management, spill response, etc.) and provided throughout the year
during a weekly tailgate and/or through computer based training (CBT)modules. These are
documented by signed training logs and/or tracked by computer logins. Training logs include
the participating employee's name, signature, and title. Corresponding job title descriptions are
provided on the company SharePoint database but have been printed out and stored with the
training log binder onsite to be more readily available for review. An environmental training
matrix that summarizes the environmental training requirements by job title has been filed onsite
to be more readily available for review during agency inspections and includes a written
description of training type and frequency requirements.
Stockton Insp Resp_County_20160506
