Manifest Records -#114, 115, and 116 <br /> Copies of three manifests (010854648JJK, 011357300JJK, and 012218089JJK)were noted to <br /> have not been reported to the Dept. of Toxic Substances Control (DTSC) in 2013 and 2014. <br /> Copies of these manifests have now been mailed to the DTSC. This requirement has been <br /> reviewed with applicable staff to ensure that all generator manifest copies are sent within 30 days <br /> to the DTSC. <br /> During the inspection, several manifests were noted to be missing from the files that were <br /> presented. A majority of these manifests were generated in 2013 when there was staff turnover, <br /> but have now been located. Copies of these manifests have been properly filed onsite and <br /> provided in Attachment 6. <br /> Several manifests were observed to be filed without a signed copy from the destination facility. <br /> The majority of the manifests found to be missing a signed copy were requested from their <br /> respective destination facilities when the Site did not receive their copy after 45 days of the date <br /> the wastes were shipped. Unfortunately, it appears there was some miscommunication with the <br /> destination facilities and copies were not received promptly. Copies of these manifests have now <br /> been obtained from the destination facilities and properly filed onsite. Copies of these manifests <br /> have been filed onsite and are also provided in Attachment 6. Direct contacts for requesting <br /> manifest copies have been updated for each destination facility to ensure prompt response when <br /> requesting manifests. In addition, procedures for Exception Report filing requirements were also <br /> reviewed with applicable staff to ensure that any manifests not received within 45 days of the <br /> date a hazardous waste was shipped from the Site will be reported to the DTSC should a <br /> destination facility fail to provide a copy after a request has been made by the Site. <br /> Hazardous Waste Disposal-#202 <br /> During the inspection an AA battery was observed in a non-hazardous trash receptacle at the <br /> Drain Building. The battery was immediately removed upon discovery and placed in the proper <br /> waste container. Universal Waste disposal and storage requirements were reviewed with <br /> applicable staff to remind them that batteries must be disposed of as a Universal Waste. <br /> Minimizing Release of Hazardous Waste -#301 <br /> During the inspection, oil staining was observed on the ground throughout the facility and an air <br /> compressor was observed to have a minor leak. Minor oil staining on the gravel occurs <br /> throughout the Site due to the vehicles received but are continuously addressed on a daily basis <br /> by Site staff. Gravel has been placed throughout the facility to limit oil from having direct <br /> contact with the ground, and scrap carpet/mats/oil absorbent pads are used throughout the Site to <br /> capture minor spills. Addressing minor oil stains is part of standard daily housekeeping <br /> activities, and is conducted throughout the Site. Oil stained gravel is removed and replaced and <br /> disposed of in accordance with Site best management practices (BMPs). Minor oil staining that <br /> was observed during the inspection has been properly cleaned up in accordance with Site BMPs <br /> Page 3 of 5 <br /> Stockton Insp Resp_CounTy_20160506 <br />
