Lawrence Livermo e National Laboratory <br />Ll <br />FEB Z 7 2012 <br />February 17, 2012 lUA ;ue GOu„ <br />cNViRONMr-NTAI <br />i?E1LTH1.P <br />Subject: Public Notification of Five Class I Permit Modification Changes Implemented in the <br />Lawrence Livermore National Laboratory's Hazardous Waste Facility Permit <br />(EPA ID No. CA2890012584) <br />Dear Reader: <br />You are receiving this letter because your name appears on the California Department of Toxic <br />Substances Control (DTSC) mailing list for notification of permit modifications. <br />On October 7, 2011, Lawrence Livermore National Security, LLC (LLNS) and the U.S. Department <br />of Energy (DOE), the operator and owner, respectively, of Lawrence Livermore National Laboratory <br />(LLNL), submitted five Class l modifications to its Hazardous Waste Facility Permit (HWFP), for <br />which prior approval is not required, to the DTSC. On November 14, 2011, DTSC concurred these <br />changes were in accordance with applicable regulatory requirements. This notification satisfies the <br />requirements of 22 CCR 66270.42(a)(1)(B). <br />Minor changes to a facility, such as contact name changes and general administrative changes that do <br />not increase the storage or processing capacity or alter the type of waste authorized to be managed at <br />a permitted facility, are authorized to be made as Class 1 modifications under DTSC regulations in <br />22 CCR 66270.42. However, any person may request from DTSC a review of any Class 1 <br />modification. A summary of the implemented Class i permit modifications is enclosed. The HWFP <br />that is being amended was issued on November 19, 1999, and a permit renewal application was <br />submitted to DTSC on April 30, 2010. <br />LLNL Livermore Site Background Information <br />LLNL is owned by the DOE and is operated by LLNS. The Laboratory was established in 1952 to <br />conduct research on nuclear weapons. Since then, other major programs have been added, including <br />those in nonproliferation and homeland security, energy, environment, and biomedical and life <br />sciences. These programs require research in physics, chemistry, materials science, computer <br />science and technology, biological sciences, and engineering.
