At the conclusion of the inspection a checklist of violations was left PE 2249 SC 001 <br />on site. This inspection report is the final report from that inspection. <br />Violations were verbally discussed. <br />Photos received November 18, 2016. <br />Partial waste analysis was received for non -hazardous GAC, non-RCRA <br />transformers, and non-RCRA sludge on December 16, 2016. <br />Complete and submit the Return to Compliance certification with a <br />statement addressing how each of the violations has been corrected or will <br />be corrected to the EHD within 30 days of receipt of the final inspection <br />report. <br />Outstanding violations from 2015: <br />Violation 106 Description: At Corp Yard 843, two 55 gallon drums and one <br />open 5 gallon container of iron filings were observed. <br />LLNL second response, received March 7, 2016: "LLNL's ... the iron <br />filings in drums at the 843 Corp Yard referenced in the inspection report <br />are unused product that were never exposed to VOC-contaminated ground <br />waste, LLNL contends that the iron filings are not waste, hazardous or <br />otherwise." <br />Violation rescinded. <br />Violation 874 Description: At building 874, a vacuum machining for <br />collecting metal fines was not labeled. <br />Violation has been closed, vacuum machining equipment no longer in use. <br />Note: A new bag house has been purchased for the collection of wastes <br />from sanders and grinders in building 874. Due to lack of determination <br />from the DTSC, the EHD has made a determination the collection system is <br />"in use" and does not need to be labeled as a hazardous waste until the <br />waste is removed from the collection system. Please be aware if a written <br />determination comes out from the DTSC that contradicts the EHD, the <br />DTSC determination will supersede. Photo 19-28 <br />Items needed further clarification: <br />Tank in vault at building 801A. Piping diagram needed to verify if tank is <br />considered a UST or an AST. Please provide. Photo 17-21 <br />Hazardous Waste Treatment, Phase separation for HE explosive waste and <br />the floor water outside of building 817B.
