The following areas and buildings were inspected:
1. EWSF
-Building 816
-Magazine 2
2. Process Area — Building 805
3. Building 801 Flash X -Ray (FXR) Hydrodynamics Diagnostics Bunker and
Contained Firing Facility (CFF)
4. Explosive Waste Treatment Facility (EWTF)
5. Building 875 — Heavy Equipment Maintenance Area
6. Building 883 — Container Storage Area (CSA)
-90-Day Storage Area
-Permitted 1 -Year Storage Area
1. Explosive Waste Storage Facility (EWSF)
The inspectors were driven to the EWSF which is comprised of one corrugated building
and approximately four magazines.
Building 816
Building 816 is prefabricated metal
building measuring approximately 1,000
square feet. Site 300's current HWFP
allows up to 9,240 gallons of D003, F002,
F005 and F006 hazardous waste to be
stored in the building. When the
inspectors arrived at Building 816 they
were introduced to Mr. Pat Gallagher, a
Hazardous Waste Technician, responsible
for the building and magazines.
Inside the building, the inspectors
observed 16 closed 55 -gallon
containers/drums (see photograph to the
right) with accumulation start
dates of no longer than 246 days (or 8 months) prior to the day of the inspection (oldest
drum was dated 3/17/10). The containers were all labeled as containing lab waste
contaminated with various formulations of explosives and were marked as reactive and
toxic and delineated whether the contents were liquid or solid. According to the facility
representatives, the contents in these containers would be selectively taken for treatment
in one of the units of the HWTF on-site prior to the one year deadline.
The inspectors observed that the eyewash/shower unit was operable and unlocked, fire
extinguishers and a telephone were located nearby, and an adequately equipped spill kit
5
