A hazardous waste generator shall not <br /> treat, store, dispose of, transport or offer for transportation, hazardous waste without an ID number. If you or your <br /> business generates more than 100 kg of RCRA hazardous waste and/or more than one kg of acutely hazardous <br /> waste, then you need to obtain an EPA ID number. All others must obtain a State ID number. Go to the DTSC web <br /> site http://www.dtsc.ca.gov/IDManifesVPERMHWID.cfm for the form to apply for an ID number. Immediately obtain <br /> an ID number to manage hazardous waste and submit evidence to the EHD. <br /> This is a minor violation. <br /> 104 CCR 66262.34(d)(2) No modified contingency plan. <br /> An emergency coordinator and modified contingency plan information is lacking. There must be at least one <br /> emergency coordinator on site or on call to coordinate emergency response measures, and the following <br /> information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire <br /> extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire department, <br /> unless the facility has a direct alarm. Immediately appoint an emergency coordinator and post the required <br /> information by a phone. A form is provided that can be used for this purpose. <br /> This is a minor violation. <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> At the time of inspection, it could not be demonstrated (not necessarily documented)that employees who handle <br /> hazardous waste were properly trained. Antonio Del Toro was asked how to handle, recognize, and label <br /> hazardous waste during time of inspection and he could not provide some basic hazardous waste training. However, <br /> he was able to explain how to clean up a spill. The generator must ensure that all employees who handle <br /> hazardous waste are thoroughly familiar with proper waste handling and emergency procedures. Provide proof of <br /> training to the EHD for employees whose responsibilities include hazardous waste. <br /> This is a minor violation. <br /> 119 HSC 25404(e)(4) Failed to report program data electronically. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov. Be sure to include <br /> your hazardous waste activity in the Businesses Activities section in CERS in addition to any other relevant activities <br /> and required fields. <br /> This is a Class II violation. <br /> 302 CCR 66262.34(d)(2) Failed to maintain required emergency equipment. <br /> Fire extinguishers were found on site but they are expired and spill control kit was not available. All facilities shall be <br /> equipped with an internal communication or alarm system, a device capable of calling outside emergency help, spill <br /> control equipment, and decontamination equipment at all times.
