May 5,2015 <br /> French Camp, CA Page 9 of 41 <br /> 3.0 EVALUATION FOR CCR COMPLIANCE - USED OIL <br /> STORAGE TANK <br /> SUMMARY OF CA DTSC EVALUATION PER TITLE 22 CCR, Part 66264.191: <br /> Pursuant to Title 22, §66264.191 of the California Code of Regulations, the following <br /> highlights provide a summary evaluation of the major areas of concern regarding the <br /> aboveground Storage Tank under those regulations: <br /> 1. The primary design basis utilized in the construction of this Storage Tank is <br /> normal industry practice for horizontal aboveground storage tanks on structural <br /> supports. The ancillary equipment includes carbon steel and industrial grade <br /> flexible hose. <br /> 2. The products stored in the tank are used hydraulic and motor oils that are <br /> temporarily stored prior to routine removal and off-site recycling. <br /> 3. Corrosion protection measures directly applicable to the Storage Tank and the <br /> ancillary connections involve coatings on the tank and carbon steel piping (paint <br /> or material resistance to degradation). The walls of the tank that are in contact <br /> with the stored liquid are all of carbon steel construction resistant to corrosion <br /> from oil. The ancillary connections are made of resistant material such as carbon <br /> steel to protect against corrosion and industrial grade flexible hose compatible <br /> with the stored products. These materials continue to be resistant to the stored <br /> liquid based on current condition and age. <br /> 4. This Storage Tank and ancillary connections were all installed in 2006 and have <br /> been in operation since that time. The tank and connections show no evidence <br /> of deterioration at this time. If properly maintained now and into the future, the <br /> tank and connections should have a remaining useful life of 20 more years based <br /> on past history and current condition and calculated corrosion rates (ref. Tables <br /> B and D). The next inspection interval for the tank and connections has been <br /> established as five (5)year based on the need to verify continuing integrity of the <br /> material in contact with the stored liquid. <br /> 5. Flow into the tank comes through ancillary connections and is controlled <br /> manually using a pump located inside the Transfer Shed. This equipment is <br /> monitored visually at the unit by the operator.
