May 5,2015 <br /> French Camp, CA Page 8 of 41 <br /> SIGNIFICANT FINDINGS (CONT'D.) <br /> USED OIL TRANSFER SHED: Used-oil collection pans and storage drums are brought <br /> to a Transfer Shed located adjacent to the Storage Tank where the used oil is pumped <br /> out of the collection pans and drums over to the Storage Tank via a pump with nozzle / <br /> industrial hose connections . The floor of the Transfer Shed is a concrete slab without <br /> curb walls so portable containment pallets are utilized for secondary containment. <br /> The drums and collection pans containing used oil are brought to the Transfer Shed on <br /> spill containment pallets via fork-lift and placed directly onto the concrete slab where the <br /> used oil is then pumped out via a nozzle / industrial hose and transferred to the Storage <br /> Tank. The spill containment pallets are in acceptable condition at this time. No items <br /> that would warrant corrective action were identified. <br /> Construction of these details inside the transfer shed is per industry standards for <br /> concrete. There is no "permanent' secondary containment in place on these details (i.e. <br /> coating or liner) which would prevent the permeation of oil over time into the concrete <br /> and through cold joints. Portable containment pallets are utilized to prevent spillage <br /> from contacting the concrete. Consideration should be given to applying coating or <br /> installing a liner on or under the concrete slab to prevent the permeation of oil into the <br /> concrete if minor spills were to occur. <br /> CARBON STEEL and INDUSTRIAL GRADE HOSE EVALUATION: Used oil is <br /> pumped from collection boxes and drums inside the Transfer Shed and transferred via <br /> 10 feet of 1.5-inch and 2-inch carbon steel piping and industrial grade hose into the fill <br /> nozzle on top of the tank. Visual (VT) inspection of the piping found no obvious defects <br /> that would warrant further evaluation or repair at this time.
