Alpine <br /> Stockton CA 95204 <br /> The above referenced site is a contaminated underground storage tank(UST)site located in <br /> Stockton, California. Four UST's were removed by the then property owner in September 1994. <br /> Soil samples for analysis that were collected from beneath the tanks were positive for petroleum <br /> hydrocarbon constituents. The property owner disappeared shortly after this time, defaulting on a <br /> loan that resulted in the foreclosure of property and transfer of ownership to Guido Segarini. The <br /> Guido Segarini Trust currently owns the property. <br /> Both San Joaquin County Environmental Health Department(SJC/EHD)and the current property <br /> owner have made numerous attempts to locate the former property owner as the party eligible to <br /> obtain reimbursement for corrective action costs from the State Water Resources Control Board <br /> Cleanup Fund. To date the former property owner has not accepted any registered mail or <br /> responded to any inquiries made by SJC/EHD. <br /> SJC/EHD has directed the current property owner to continue the investigation of their <br /> contaminated site. In December 1999 four geoprobe soil borings were advanced onsite. Soil and <br /> grab groundwater samples were collected. Analytical results were positive for petroleum <br /> hydrocarbons. SJC/EHD has subsequently directed the Guido Segarini Trust to complete the <br /> investigation of the site, but to date no additional work plans have been submitted and no further <br /> work has been done at the site. The most recent deadline for submittal of a work plan was <br /> September 23, 2005, but no work plan was received by this agency. <br /> SJC/EHD is referring this site to the California Regional Water Quality Control Board, Central <br /> Valley Region (CVRWQCB)for oversight as the lead regulatory agency.
