• <br /> Description of the unauthorized release; <br /> Type of Discharge: Leaking tank/system <br /> Volume: Unknown <br /> Chemicals: Regular and unleaded gasoline <br /> Circumstances: Soil results confirm contaminant presence <br /> Description of the petroleum product(s) released; <br /> Total Petroleum Hydrocarbons as Gasoline <br /> Description of the water body affected or threatened and a description of the threat to water <br /> quality: <br /> First aquifer, estimated groundwater elevation from soil sample (12bgs) October 10, 1994: <br /> 19, <br /> Description of the threat to human health,safety and/or the environment; <br /> Threats to human health and safety include, but are not limited to, the potential for pedestrians and <br /> automobiles to enter the existing excavation resulting in property damage and physical injury. This <br /> site in its current condition is considered to be an attraction nuisance. In addition children or adults <br /> may be exposed to stockpiled soil contaminants due to this sites physical location and nearby <br /> residential area. Precipitation may act to distribute petroleum hydrocarbon contamination in both <br /> lateral and vertical directions potentially impacting groundwater. <br /> Documentation of why emergency response or prompt action is required if emergency or <br /> prompt action funds are being requested for a site; <br /> On October 10, 1995 the fencing contractor (C&R Fence Contractors) issued a letter to the <br /> responsible parry informing them that the removal of the panels which protect the existing <br /> excavation at the site would occur October 16, 1995 at 10:00 am as a result of nonpayment. This <br /> letter was forwarded to PHS/EHD and delivered on October 12, 1995. Several attempts were made <br /> by PHS/EHD staff to contact the responsible party (RP), however, all were unsuccessful including <br /> certified mail, general delivery mail and telephone messages which were not returned. <br /> See attached correspondence copies from C&R Fence and examples of Notice of Reimbursement <br /> and Site Letters returned to this office as a result of mail unclaimed. Telephone records of calls to <br /> RP can be provided if requested by S WRCB Fund Staff. <br /> Copies of Cleanup and Abatement Orders or other corrective action order issued; <br /> See copies of Notice of Reimbursement, Site Letters and City of Stockton Code Enforcement <br /> Notices attached. <br />
