<br /> SERVICE), 75ALPINEAVENUE, STOCKTON, SAN JOAQUIN COUNTY
<br /> Based on San Joaquin Country Environmental Health Department (SJCEHD)records, you have been
<br /> identified as the owners(Guido Segarini Trust)/former owner(Theresa Marler) and/or former operator
<br /> (ExxonMobil Oil Corporation) of the above-named former service station(Site). In September 1994, two
<br /> 6,000-gallon and one 5,000-gallon gasoline and one 285-gallon waste oil underground storage tanks
<br /> (USTs) were removed from the Site. The USTs were located approximately 150 feet southeast of a
<br /> children's day care center and approximately 50 feet east of a residence. Analytical results of
<br /> confirmation samples taken during the UST's removal showed residual impacts to soil by petroleum
<br /> hydrocarbons, with maximum concentrations reported as: Total Petroleum Hydrocarbons (TPH) as
<br /> gasoline (TPHg, 19,000 mg/kg), TPH as diesel (TPHd, 10 mg/kg),benzene(B, 12 mg/kg),toluene
<br /> (T, 650 mg/kg), ethylbenzene(E, 410 mg/kg), xylenes (X, 3,000 mg/kg), and lead(27 mg/kg). In a
<br /> subsequent investigation conducted in December 1999,the Preliminary Investigation Evaluation Report
<br /> (PIER)revealed petroleum hydrocarbon impacts to soil and groundwater, and recommended further
<br /> characterization of the lateral and vertical extent of pollution. Maximum PIER soil analytical results
<br /> were: TPHg (15,000 mg/kg), B (54 mg/kg), T(1,300 mg/kg), E(370 mg/kg), X(2,500 mg/kg),
<br /> MtBE (0.91 mg/kg), and Tertiary Butyl Alcohol (TBA, 40 mg/kg). MaximumPlER grab groundwater
<br /> analytical results were: TPHg (280,000 µg/L), B (32,000 µg/L),T (71,000 gg/L), E(5,400 µg/L),
<br /> X(29,000 µg/L), MtBE (440 gg/L), and TBA(130 µg/L).
<br /> • In a letter dated 5 October 2005, SJCEHD transferred the regulatory lead agency status to the
<br /> Regional Board, citing your non-compliance with SJCEHD directives to further investigate the site. As
<br /> new lead agency for your site, we request that you submit a Workplan to conduct an investigation to
<br /> define the lateral and vertical extent of soil and groundwater contamination by 15 May 2006 and a Report
<br /> of the investigation by 15 July 2006. The Workplan shall also include:
<br /> • plans to collect adequate soil gas sample data to evaluate the potential for soil gas migration into
<br /> the structures identified above and other potential receptors,
<br /> • plans to conduct a health risk assessment, and
