Title 22 requires that the inspection of Hazardous waste tank systems be <br />inspected by a qualified professional engineer that is registered in the State of California. <br />Additionally the 2008 Engineering Act requires the engineer to only work in areas of <br />competence. See the paragraph below from Title 16, Division 5. <br />b) Responsible Charge Criteria. In order to evaluate whether an engineer is in <br />responsible charge, the following must be considered: The professional engineer who <br />signs engineering documents must be capable of answering questions asked by <br />individuals who are licensed by the Board in the appropriate branch ofprofessional <br />engineering relevant to the project and who are fully competent and proficient by <br />education and experience in the field or fields ofprofessional engineering relevant to the <br />project. These questions would be relevant to the engineering decisions made during the <br />individual's participation in the project, and in sufficient detail to leave little question as <br />to the engineer's technical knowledge of the engineering performed. It is not necessary to <br />defend decisions as in an adversarial situation, but only to demonstrate that the <br />individual in responsible charge made, or reviewed and approved them and possessed <br />sufficient knowledge of the project to make, or review and approve, them. <br />To meet these requirements for experience and education, I have obtained several <br />industry recognized certificates for above ground tank inspection. Additionally, I have <br />studied in areas of tank design. In areas where I feel that I am not qualified to provide <br />sound judgment I seek other qualified engineers who can provide the engineering <br />guidance required. An example of this, is the design of tank anchors. I am not qualified to <br />design tank anchors so I have a registered civil or structural engineer provide the anchor <br />design and submit the design directly to the owner of the tank. However, if the tank is <br />anchored, I perform tank seismic calculations from UBC, IBC or API 650 to determine if <br />the anchor is sufficient to restrain the tank. This is used as a check on the tank anchor <br />which was done initially by a civil or structural engineer during the installation of the <br />
