Lodi, CA 95240 <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS P, CLASS II, or MINOR -Notice to Comply) <br />On site to conduct a routine inspection. <br />7. Metal fines generated from drilling and grinding metal parts are being recycled as scrap metal without <br />first determining particle size or hazardous properties. Any person who generates a waste shall <br />determine if the waste is a hazardous waste. Immediately stop recycling metal fines, make a hazardous <br />waste determination for the metal fines generated from drilling and grinding metal parts, and manage it <br />according the Title 22 hazardous waste regulations. Particles 100 microns or smaller must be handled <br />as hazardous waste if the metal is determined to be a hazardous waste. Submit a statement and <br />supporting documentation explaining how this waste was managed by 2-4-11. Minor -Notice to Comply. <br />7. Painting is done outdoors to the east of tide maintenance shop. The ground outside is getting painted <br />green. Any person who generates a waste shall determine if the waste is a hazardous waste. <br />Immediately stop allowing the paint from getting on the ground, make a hazardous waste determination <br />for the waste paint on the ground, and manage it as hazardous waste if the waste paint is determined to <br />be a hazardous waste. Submit a statement and supporting documentation explaining how this waste <br />was managed by 2-4-11. Minor -Notice to Comply. <br />11. The fueling area has dark stains on the concrete near the diesel and gasoline above ground storage <br />tanks (AST's). Contaminated absorbent was left on the concrete underneath these fuel tanks. Rain <br />water is able to get into the containment berm of these tanks. Liquid is allowed to drain out onto the <br />ground through a valve at the lower end of the bermed area. Facilities shall be maintained and operated <br />to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water <br />which could threaten human health or the environment. Immediately clean up the contaminated <br />absorbent, and any residual from spill fuel, and manage according to Title 22 hazardous waste <br />regulations. Submit a statement and supporting documentation explaining how this waste was managed <br />by 2-4-11 Minor -Notice to Comply <br />23. Bills of lading for the recycling of used oil filters for the last three years were not found on site, A <br />copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of all <br />hills of lading for used oil filters for the last three years, maintain them on site, and submit copies to the <br />EHD by 2-4-11. Minor -Notice to Comply. <br />50. The waste oil tank has an accumulation start date of 8-18-09. The two containers (5 & 3 gallons) of <br />used oil next to the the used oil tank did not have any start date. The 30. 15, & 15 gallon drums of oily <br />diesel did not have any start date. An open container of waste ballasts was left outside the shop and did <br />not have any start date. Facilities who generate less than 1000 kg of hazardous waste per month and do <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE ($122). <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT A Y TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspect oJJ : <br />Received 8 <br />Titiee- <br />EHD 23-02-003 Rev 08!10110 (_/ �/ // 01111 CONTINUATION FORM <br />
