San Joaquin County Public Ith Services •
February 4, 2002
Item# 20:
• All storage containers will be labeled with the required information needed to store hazardous
waste.
Item # 21:
• Mop buckets will be covered.
• The 55-gallon drum of hydraulic oil has been emptied by the recycling company and the drum
has been re-cycled.
Item#45:
All the components of a hazardous waste contingency plan exist at the facility but they are a
part of the overall emergency plan for the facility. Components exist as parts of the HMMP.
The SPCC, and the Emergency Response Team Contingency Plan. Since we handle a number
of hazardous materials, we are required, under CAL-OSHA, to have an Emergency Response
Plan, which is also our Contingency Plan. Since hazardous waste is also a hazardous material,
the same procedures would be followed if the emergency involved hazardous waste. However,
we have complied these into one document, the Hazardous Waste Contingency Plan, enclosed.
Since the elements of a hazardous waste contingency plan are present in other documents, as allowed
in Title 22, section 66265.52, we will amend theses documents to include the words "or hazardous
waste" wherever there is a reference to hazardous materials. It has been our intent to do so in the past
but some documents have not been updated. We hope this is sufficient to fulfill the requirement and
to address item 45 on the Notice to Comply.
In conclusion, we enclose with this letter the following documents for the J. R. Simplot Company,
Lathrop facility:
• The Hazardous Waste Contingency Plan
• Applicable parts of the Emergency Response Team Contingency Plan
• The Spill Prevention Control and Countermeasure Plan(SPCC)
• The Certification of Return to Compliance signed by James R. Carlson.
Thank you for your assistance. If there are any questions, please call me at (209) 858-2511.
Sincerely,
J. !S1PLOT COMPANY
Donna J. Murphy, C.H.M.M.
Environmental Manager
cc: J. Carlson
H. Horner (file)
A. Prouty
Response to Inspection 012002
