7.0 CHAIN OF COMMAND <br /> 7.1 In the event of an emergency at J.R. Simplot, the chain of command is as follows <br /> in order of priority: <br /> 7.1.1 Fire Department (or any agency they so designate) <br /> 7.1.2 Facility Incident Commander (IC) <br /> 7.1.3 ERT Production Shift Supervisor (Until relieved by a trained facility IC) <br /> 7.1.4 ERT member <br /> 7.1.5 Area Manager <br /> 7.1.6 Area Supervisor <br /> 7.2 The Facility Incident Commander (IC) is responsible for directing ERT activities <br /> and coordinating efforts with local response authorities. In order to implement an <br /> incident command system, the following sub-groups should be established. <br /> 7.2.1 Upper Management Liaison (Emergency Response Coordinator/Liaison) <br /> 7.2.2 Operations Sub--Team (Scene Manager) <br /> 7.2.2.1 Staging <br /> 7.2.2.2 Strike Teams <br /> 7.2.2.3 Decon Team <br /> 7.2.3 Logistics Sub-Team (Scene Manager) <br /> 7.2.3.1 Crowd Control <br /> 7.2.3.2 Communications <br /> 7.2.3.3 Support Facilities <br /> 7.2.4 Safety/Environmental Officers <br /> 7.2.5 Public Information Officer <br /> 7.3 The ERT and its members are responsible for personnel and property and shall <br /> remain in control until the emergency is terminated or the team is relieved of <br /> responsibility by an outside emergency agency authority. <br /> 7.4 The First ERT member on the scene will assume the role of Facility Incident <br /> Commander until either the Production shift Supervisor ERT takes over or an <br /> outside emergency agency authority assumes responsibility. <br /> 7.5 The Emergency Response Coordinator/Liaison must keep plant management <br /> informed of the status of emergency situations.
