Under RCRA,'storage"is defined as the holding of hazardous <br /> waste for a temporary period, at the end of which the hazardous waste is treated, <br /> disposed of, or stored elsewhere"(40 CFR§260.10).The onsite waste staging area <br /> will be in a secure and controlled area.Waste characterization can either be based on <br /> generator knowledge, such as using materials safety data sheets(MSDS'), or can be <br /> ' based upon analytical results.The laboratory used for waste characterization analysis <br /> must have the appropriate state and federal certifications and be approved by <br /> ARCADIS and Client. IDW will be classified as RCRA hazardous or non-regulated <br /> ' under RCRA based on the waste characterization. <br /> If IDW is characterized as RCRA hazardous waste, RCRA and DOT requirements <br /> must be followed for packaging, labeling, transporting, storing,and record keeping as <br /> described in 40 CFR§262 and 49 CFR§ 171-178.Wastes judged to potentially meet <br /> the criteria for hazardous wastes shall be stored in DOT approved packaging.Waste <br /> material classified as RCRA non-hazardous may be handled and disposed of as an <br /> industrial waste. <br /> Liquid wastes judged to potentially meet the criteria for hazardous wastes shall be <br /> ' stored in DOT approved 55 gallon drums or other approved containers that are <br /> compatible with the type of material stored therein. Solid materials deemed to <br /> potentially meet hazardous criteria will be drummed where practicable. Large <br /> ' quantities of potentially hazardous solid materials must be containerized(such as in a <br /> roll-off box)for up to a maximum of 90 or 980 days as described in the Excavated <br /> Solids Section.Waste material classified as non-hazardous may be handled and <br /> ' disposed of as an industrial waste and is not subject to the 90-day or 180-day on-site <br /> storage limitation. <br /> This is a standard(i.e., typically applicable)operating procedure which may be varied <br /> or changed as required,dependent upon site conditions,equipment limitations, or <br /> limitations imposed by the procedure.The ultimate procedure employed will be <br /> ' documented in the project work plans or reports.
