San Joaquin County <br /> Environmental Health Department A �� <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 — <br /> Telephone:(209)468-3420 Fax: (209) 468-3433 Web:www.sigov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: [Fettruary <br /> : <br /> SGS Stockton -Jack Tone Road T7707 JACK TONE RD Stockton 26 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS ll,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11, 66262.40(c) Failed to determine if a waste is a hazardous waste or retain waste analysis on site for 3 <br /> years. <br /> The following was noted at the time of inspection: <br /> 1) Standing liquid with some rainbow sheen was noted inside the secondary containment structure for the removed <br /> 10,000-gallon diesel tank. No tank was observed inside the secondary containment, according to the onsite <br /> documentation this tank was triple rinsed and removed from inside the secondary containment. <br /> 2) One 5-gallon container (3/4-full of standing liquid)was observed next to the bulk storage fertilizer tanks located on <br /> the northern portion of the property. The liquid inside this 5-gallon container had two separate liquid phases: one clear <br /> liquid phase toward the top of the container and one orange and less clear liquid phase toward the bottom of the <br /> container. <br /> 3) Five to six inches of dark liquid was noted inside one of the bulk fertilizer ("poly") tanks stored behind the fenced <br /> area in the northern portion of the site. Dark and oily liquid was observed inside the bottom valve port of the second <br /> fertilizer bulk storage tank which was labeled as"humas". The se bulk storage ('poly") fertilizer tanks ranged in size <br /> between 6,500 and 9,500 gallons and 6,500 gallons. <br /> 4) One bag house dust collector, utilized for"pot ash 0062- murriated pot ash (potassium chloride)"was observed next <br /> to the bulk storage fertilizer tanks. White powdery material was present inside the outflow pile of this bag house dust <br /> collector. Similar white powdery material was noted inside the auger blender(also used for"pot ash"); this auger <br /> blender was located next to the bulk storage tanks. <br /> Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately make a <br /> hazardous waste determination for all above wastes, and manage them according the Title 22 hazardous waste <br /> regulations. Submit a statement and supporting documentation explaining how these wastes were managed. <br /> This is a Class II violation. <br /> 202 HSC 25189.5(a) Disposed or caused disposal of HW at an unauthorized point. <br /> White powdery staining was noted on bare soil north of the fertilizer tank located in the northwestern portion of the <br /> facility. Mr. Pallen stated that this staining is probably due to a fertilizer overspill since this type of fertilizer is salt like. <br /> According to Mr. Pallen this fertilizer overspill originated from the secondary containment during a water pipe rupture, <br /> which occurred 1-2 month ago. White staining was also noted inside the drainage ditch located north of the fertilizer <br /> tank. This impacted drainage ditch runs along the northern property boundary s from the approximate location of the <br /> fertilizer storage tank, toward the northwestern property boundary and beyond the property fence. Hazardous wastes <br /> shall be disposed of only by transportation to a permitted hazardous waste treatment, storage, and disposal facility <br /> (TSDF). Immediately cease the disposal of hazardous waste to ground surface, address all residual wastes left <br /> behind inside the secondary containment, address all waste spillage and all impacted surface areas, and ensure that <br /> all wastes are hauled by a licensed hazardous waste transporter to a permitted TSDF, as appropriate. Submit proof of <br /> correction to the EHD. <br /> This is a Class I violation. <br /> Page 4 of 7 <br />
