Mr. Pallen stated that this staining is probably due to a fertilizer overspill since this type of fertilizer is salt like. <br /> According to Mr. Pallen this fertilizer overspill originated from the secondary containment during a water pipe rupture, <br /> which occurred 1-2 month ago. White staining was also noted inside the drainage ditch located north of the fertilizer <br /> tank. <br /> 2) Oily staining(approximately 1 foot in diameter), was noted in the vicinity of the fertilizer bulk storage containers. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. <br /> Immediately fix all leaks, spills, and soil staining, and manage all spill clean up material according to Title 22 <br /> hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was <br /> managed. <br /> This is a Class II violation. <br /> Page 5of7 <br />
