Introduction/Background
The San Joaquin Regional Transit District (SJRTD) is the premier land
transportation facility in the greater San Joaquin County and beyond. The
SJRTD has been publicly owned since 1965. The SJRTD owns and operates
two-bus maintenance facilities located in the cities of Stockton and French Camp,
California respectively. The Stockton facility is located at 1533 E. Lindsay Street
in Stockton. The French Camp facility is located at French Camp Road, in
French Camp, California.
The SJRTD is a generator of hazardous waste in both facilities. The SJRTD also
files a hazardous material management plan (HMMP) for both facilities with the
Office of Emergency Services (0ES). The Stockton is a large quantity generator
of hazardous waste (>_ 1,000 kg 2,200 Ib) and the French camp facility is
considered as a small quantity generator of hazardous waste (100 kg >_ <_ 1000
kg). In addition, as indicated above, both facilities file and maintain an HMMP for
hazardous materials storage that triggers the threshold quantity as required by
the California Health and Safety Code.
In addition, since the Stockton facility generates more than 12,000 kg (26,400 Ib)
of hazardous waste a year minus the excluded non-routinely generated
hazardous wastes, under S8 14, the SJRTD is required to comply with the
following regulatory requirements:
• Develop a Source Reduction and Review Plan (Plan)
• Develop a Hazardous Waste Management Performance Report (PR)
Develop a Summary Progress Report (SPR)
45
