Cal-OSHA Ergonomics <br /> 11.8. Other health and safety programs <br /> Item 2: Requirement to conduct a source reduction and evaluation review, and prepare a waste <br /> minimization plan. Health and Safety Code section 2524.19. Correct and submit copies of these <br /> documents to this department no later than September 23, 2003 <br /> Response/Compliance_Actions: As mentioned above, The SJRTD has hired TRE Consulting, a <br /> premier and local environmental health and safety consulting services provider in the greater San <br /> Joaquin County to develop a comprehensive source reduction and evaluation and waste <br /> minimization plan by or prior to September 23, 2003. In addition, TRE shall conduct a <br /> comprehensive review of the SJRTD waste streams to ensure that the monthly hazardous waste <br /> generation has been accurately calculated to account for the large quantity generator(LQG) <br /> status of its hazardous waste generation operations. Moreover, TRE shall develop a <br /> comprehensive multi-media pollution prevention (M2P2) program for the SJRTD, which shall <br /> have the following salient features: <br /> ❖ It will review all purchasing procedures and change all buying practices immediately <br /> toward buying non-hazardous waste generating raw materials. In addition to buying <br /> environmental safe and friendlier materials that do not pose an environmental impact to <br /> the water(run off) and indoor/outdoor ambient air. <br /> .• The cradle to grave transition of all hazardous and non-hazardous wastes shall be <br /> reviewed by focusing in increasing the recycling and reclamation opportunities, which <br /> would create additional economic and ecologic efficiencies. <br /> Item 3: The EHD notes that the SJRTD did not have and retain a copy of SB14 review and plan <br /> under HSC 25244.21. Correct and submit copies of these documents to this department no later <br /> than September 23, 2003 <br /> Response/Compliance Actions: TRE Consulting shall verify and confirm whether or not the <br /> SJRTD has reached the SB 14 threshold quantities. Upon confirmation, TRE shall develop a SB <br /> 14 review and plan by or prior to September 23, 2003, which has the following technical <br /> elements: <br /> Source Reduction Evaluation Review and Plan (Plan)for reporting year 2002 <br /> Hazardous Waste Management Performance Report(Performance Report)for reporting <br /> year 2002 <br /> Summary Progress Report (SPR)for reporting year 2002 <br /> 2 <br />
