CFR 112.8(c)(6) continued from page 6
• which tanks into account container size, configuration and design. Types of testing can include, but not limited
to: visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing and
other systems of non-destructive testing.
• Correct by keeping comparison records with your SPCC Plan. Inspect container's supports and foundations,
outside the containers for deterioration and discharges.
#50. CFR 112.8(c)(8) Failed to install and regularly test approved liquid level sensing devices
• Bulk storage tanks seem to lack liquid level sensors. A wooden measuring dip stick is inadequate liquid level
sensor device for the diesel tank. Found no liquid level sensor on the other aboveground petroleum containing
products or waste tanks.
• Correct by updating each container installation in accordance with good engineering practice to avoid
discharges. Provide at least one of the following devices: (i) high liquid level alarms with audible or visual
signals at a constantly attended operation or surveillance station, an audible air vent may suffice. (ii) high
liquid level pump cutoff device set up to stop flow at a predetermined container content level. (iii) direct
audible or code signal communication between gauger and pumping station. (iv) fast response system for
determining liquid level for each bulk container(digital computer, telepulse, direct vision gauges)where the
person must be present to monitor gauges and overall filling of bulk storage containers. All liquid sensing level
devices must be test regularly to ensure proper operation.
#52. CFR 112.8(c)(10) Failed to promptly correct visible discharges
• Observed oily rags and old spillage around the valves, piping and connections in the front of the diesel tank.
• Correct immediately by removing visible discharges which result in a loss of oil from the container, including
but not limited to seams, gaskets, piping, pumps, valves, rivets and bolts. A dark staining and unclean
residues can hide potential problems and unfound leaky area. Maintain good housekeeping.
Submit to SJC EHD within thirty days (04-30-2010):
1. one completed copy of the Return to Compliance Certification for this Aboveground
Petroleum Storage Act Program inspection report
2. a statement documenting corrective actions for each above noted violations
3. copies of requested or supporting documentations
ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($115).THIS
FACILITY IS SUBMECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENTLY HOURLY RATE.
EHD RECEIVED Joe
INSPECTO BY: TITLE:
SAN JOAQUIN COUNTY ENVIRONMENTAL HEALTH DEPARTMENT-600 E MAIN STREET,STOCKTON,CA 95202 (209)468-3420
