Locke Rd. Lockeford, CA 95237 Program: HW
SUMMARY OF VIOLATIONS
CLASS I,CLASS 11,or MINOR-Notice to Comply)
documentation explaining how this waste was managed by 10-7-11. Minor-Notice to Comply.
Note: The following issues were corrected during the inspection.
804. Three boxes of universal waste (UW) lamps were left open. A UW handler shall manage lamps in a
way that prevents releases of any UW or component of a UW to the environment. A UW handler shall
contain any lamp in a container or package that is structurally sound, adequate to prevent breakage, and
compatible with the contents of the lamp. Such a container or package shall remain closed and shall
lack evidence of leakage or damage that could cause leakage under reasonably foreseeable conditions.
Employee closed the boxes containing the UW lamps. Continue to ensure that all UW lamps are
contained properly. Corrected on site.
809. Facility did not demonstrate when the five boxes of UW lamps became a waste. A UW handler shall
accumulate UW for no longer than one year from the date the UW was generated, or was received from
another UW handler. A UW handler shall be able to demonstrate the length of time that the UW has
been accumulated from the date it became a waste or was received. The UW handler may make this
demonstration by:
(1) Placing the UW in a container and marking or labeling the container with the earliest date that any
UW in the container became a waste or was received.
(2) Marking or labeling the individual item of UW with the date it became a waste or was received.
(3) Maintaining an inventory system on site that identifies the date the UW being accumulated became a
waste or was received.
(4) Maintaining an inventory system on site that identifies the earliest date that any UW in a group of
items of UW or group of containers of UW became a waste or was received,
(5) Placing the UW in a specific accumulation area and marking or labeling the area to identify the
earliest date that any UW in the area became a waste or was received; or
(6) Any other method which clearly demonstrates the length of time that the UW has been accumulated
from the date it became a waste or was received.
Employee added accumulation start dates to the boxes. Employee acknowledged that the UW needs to
be disposed within one year of the accumulation start date. Employee acknowledged that the UW lamps
disposal records must be maintained for three years. Corrected on Site.
Note: Analytical results for the over spray filters and floor sweep were provided during the inspection.
These results will be reviewed and a response will be provided to the facility.
