Hazardous waste generators shall retain copies of all manifests <br /> signed off by the destination facility on site for three years and have them readily available for review. If the generator <br /> did not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the <br /> generator's waste was submitted within 60 days of the date the waste was accepted by the initial transporter, the <br /> generator shall submit a legible copy of the missing manifest, with some indication that the generator has not received <br /> confirmation of delivery. This information shall be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O. Box 806 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of the missing manifests or prepare and submit the required information to DTSC. Submit <br /> to the EHD a copy of the signed off copy of the manifests or a copy of the information submitted to DTSC. <br /> This is a Class II violation. <br /> 112 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> Copies of hazardous waste disposal records for the last three years were not found on site. Hazardous waste <br /> generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated <br /> manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of <br /> all manifests and receipts for the last three years, maintain them on site, and submit copies to the EHD. <br /> This is a Class II violation. <br /> 114 CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br /> Bills of lading or manifests for the management of lead acid batteries for the last three years were not found on site. A <br /> copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading <br /> or manifests for lead acid batteries for the last three years, maintain them on site, and submit copies to the EHD. <br /> This is a Class II violation. <br /> 201 HSC 25163(a) Transported or transferred hazardous waste to a transporter without valid registration. <br /> This business hauled hazardous waste without a valid transporter registration. A 55 gallon black steel drum of <br /> "exterior aircraft cleaner surfactant"was observed on site with a hazardous waste label identifying the generator <br /> address as 100 South Ventura Avenue, Stockton, CA with an accumulation start date of April 16, 2014. According to <br /> Mr. Herbert Henriquez, the waste was generated at the business' previous location and transported to this location <br /> when they moved in February 2015. Transportation of hazardous waste shall be performed only by a person that holds <br /> a valid registration issued by the Department of Toxic Substances Control to transport hazardous waste. Immediately <br /> begin using a registered hazardous waste hauler to transport any generated hazardous wastes. <br /> This is a Class I violation. <br /> Page 5 of 8 <br />
