(Kearney) for the Kearney-KPF facility at 1624 East Alpine
Avenue in Stockton. Patterson Planning and Services, Inc. is affiliated with Kearney and has
responsibility for managing this site. The Letter includes 12 comments on the draft monitoring and
reporting program(MRP) and attached table, which we sent you on 2 August 2002. Board staff
concurs with 10 of the requests and added an additional table listing maximum method detection
limits for the constituents of concern.
We have the following comments on the other two requested revisions:
1. The Letter states that Kearney believes the methylene chloride and chloroform detections
are potentially from laboratory or field contamination. These constituents are detected in
samples and their source is not conclusive. Therefore, the listing of these constituents will
remain in the MRP.
2. The Letter states that the requirement for reporting the volume of extracted groundwater is
misplaced since it is required in MRP 5-01-269, Revision 1. This information is important
in evaluating the groundwater data and shall be included as required in the MRP.
Enclosed is the final MRP No. R5-2002-0829,which should be implemented at the site during
the fourth quarter.
