<br /> Kearney-National,Inc. (hereafter Discharger) operated the former manufacturing facility at 1624 East
<br /> Alpine Avenue in Stockton (site). The property is owned by Alpine Builders,Inc. Waste disposal from
<br /> the manufacturing processes occurred in the central portion of the site in surface impoundments,which
<br /> caused soil and groundwater pollution with total dissolved solids and volatile organic compounds
<br /> (VOCs), including 1,4-dioxane. This pollution impaired the beneficial use of groundwater.
<br /> Groundwater is first encountered at about 40 feet below ground surface. There are three water bearing
<br /> zones monitored at the site.
<br /> On 7 December 2001,Waste Discharge Requirements Order No. 5-01-269 was issued to the Discharger
<br /> for a groundwater treatment and disposal system. Groundwater is extracted from various wells and
<br /> treated by hydrogen peroxide injection,ultraviolet light, air stripping, and granular activated carbon
<br /> before discharge to the subsurface or a retention basin. Monitoring of that system is required by
<br /> Monitoring and Reporting Program (MRP)No. 5-01-269,Revision 1.
<br /> This MRP is issued pursuant to Section 13267 of the California Water Code and is necessary to
<br /> delineate groundwater pollutant plumes and determine whether remediation efforts are effective.
<br /> Existing data and information about the site shows the presence of various chemicals, including
<br /> chloroform, 1,1-dichloroethane, 1,2-dichloroethane, 1,1-dichloroethene, 1,2-dichloroethene,methylene
<br /> chloride, tetrachloroethene, 1,1,1-trichloroethane, 1,1,2-trichloroethane, trichloroethene, and
<br /> 1,4-dioxane, resulting from the Discharger's past operations. The Discharger shall not implement any
<br /> changes to this MRP unless and until a revised MRP is issued by the Executive Officer.
<br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to abandonment
<br /> of any groundwater monitoring or extraction wells,the Discharger shall submit plans and specifications
<br /> to the Board for review and approval. Once installed, all new wells shall be added to the monitoring
<br /> program and shall be sampled and analyzed according to the schedule below.
