Alpine Avenue <br /> Stockton, CA 95208 <br /> ONSITE DISPOSAL OF PURGE WATER AND SOIL CUTTINGS AT KEARNEY-KPF, STOCKTON, SAN <br /> JOAQUIN COUNTY <br /> I have reviewed your 20 November 1991 request to discharge purge water from <br /> monitor wells KI-2, KI-7, and KI-8 to the ground during aquifer testing, and <br /> to dispose of soil cuttings onsite. <br /> As I discussed on 21 November 1991 with your consultant, Mr. Peter Quinlan of <br /> Hargis and Associates, the disposal of purge water from KI-8 would be in <br /> violation of the Waste Discharge Requirements adopted on 22 November 1991 and <br /> would go against our earlier recommendation not to dispose of development and <br /> aquifer test water which exceeds the drinking water standard (DWS) . Trichlo- <br /> roethylene (TCE) concentrations clearly exceed the DWS in KI-8. <br /> Disposal of purge water from monitor wells KI-2 and KI-7 probably would not be <br /> a threat to water quality based on the sample results to date. However, to <br /> ensure that there is no problem, samples should be taken for VOCs and metals <br /> before the aquifer testing begins and for VOCs after the test is complete. <br /> Because the wells have tested clean previously and because less than 20 gpm of <br /> water will be pumped from the wells for only about six hours, this is not a <br /> likely threat to ground water quality. <br /> Regarding the disposal of soil cuttings onsite, the soil analytical results <br /> show that application of the soil cuttings to the land should not pose a <br /> threat to ground water quality with respect to heavy metals and VOCs. However, <br /> as required in the Board's 1 June 1989 letter, the following disposal condi- <br /> tions must be met: <br /> 1) the land disposal of cuttings shall not be performed during a rain <br /> event, <br /> 2) the land disposal of cuttings shall be performed in increments, <br /> 3) the onsite disposal of cuttings shall be in an area separate from <br /> those areas used for disposal of drilling muds and development water, <br />
