Box 8485 <br /> Stockton, CA 95208 <br /> REVIEW OF THE MODIFIED CLOSURE PLAN, KEARNEY-KPF, SAN JOAQUIN COUNTY <br /> We have reviewed the 9 August 1990 Modified Closure Plan submitted by Hargis <br /> and Associates for your facility. Our review indicates that the proposals for <br /> closure of the surface impoundments are generally acceptable. However, the <br /> proposals in the Plan for the construction of a disposal basin have caused <br /> concern and we can not provide approval for the basin until more information <br /> is submitted. <br /> SURFACE IMPOUNDMENT CLOSURE <br /> We concur with your proposals to excavate the contaminated soils which have <br /> concentrations above the soluble designated levels, to dispose of the soils at <br /> a Class I facility and to perform confirmation sampling. Therefore, closure <br /> of the surface impoundments is approved under the following conditions. <br /> 1) If installed, the upper one foot of the compacted clay cover shall not <br /> contain the landfarmed cuttings and drilling muds from the western <br /> field. <br /> 2) Whether or not a cover is installed, the closed pond areas must be <br /> regraded with an adequate slope to divert drainage away from those <br /> areas. <br /> CONSTRUCTION OF DISPOSAL BASIN <br /> The construction of a disposal basin in the western field causes concern based <br /> on the proposed location and intended use. Because these aspects of the Plan <br /> need clarification, we do not approve this portion of the Plan based on the <br /> following reasons. <br /> 1) The proposed site of the disposal basin is in the same area as the <br /> landfarmed wastes from the remedial investigation. The site of the <br /> basin must be changed or the landfarmed cuttings and drilling muds must <br /> be removed. <br /> 2) Use of the disposal basin and associated injection wells for the <br /> disposal of any wastes of unknown water quality and without monitoring <br /> or treatment, is unacceptable.
