Box 8485
Stockton, CA 95208
SOIL ASSESSMENT AND REVISION OF WASTE DISCHARGE REQUIREMENTS, KEARNEY-KPF, SAN
JOAQUIN COUNTY
We have reviewed the 28 November 1989 proposal from Hargis and Associates to
delay the submittal of the Selected Closure Alternative Documentation by
10 April 1990. The enclosed memorandum discusses your request for the time
extension. We find the request reasonable because 1) it is necessary to collect
and analyze new soil samples and reanalyze previously collected samples and 2)
because the final pond closure date should not be affected. However, staff does
not have the authority to revise Board adopted waste discharge requirements
(WDRs) . Therefore, Hargis must submit a new time schedule reflecting the
necessary changes by 19 January 1990, so that the WDRs may be submitted to the
Board for revision.
GR AA4
Senior WRC Engineer
CKW:ej
Enclosure
cc: Mr. Jim Breitlow, U.S. Environmental Protection Agency, Region IX,
San Francisco
Mr. Frank Dellechaie, Department of Health Services, Toxic Substances
Control Division, Sacramento
Ms. Diane Hinson, San Joaquin County Public Health Services, Stockton
Mr. William Olive, Kearney-National , Atlanta, GA
Mr. Peter Quinlan, Hargis and Associates, La Jolla
Mr. Terry Turner, Hargis and Associates, Mesa, AZ
Mr. Derrick Peterson, Bryan, Cave, McPheeters and McRoberts, Washington,
D.C.
Mr. Reed Sato, Downey, Brand, Seymour and Rohwer, Sacramento
