The enclosed memorandum discusses your request for the time <br /> extension. We find the request reasonable because 1) it is necessary to collect <br /> and analyze new soil samples and reanalyze previously collected samples and 2) <br /> because the final pond closure date should not be affected. However, staff does <br /> not have the authority to revise Board adopted waste discharge requirements <br /> (WDRs) .
