WASTE DISCHARGE REQUIREMENTS FOR -9- <br /> KEARNEY-KPF <br /> CLOSURE OF SURFACE IMPOUNDMENTS <br /> SAN JOAQUIN COUNTY <br /> General WMU Construction <br /> 4. Materials used to construct liners shall have appropriate physical and <br /> chemical properties to ensure containment of discharged wastes over <br /> operating life, closure, and post-closure maintenance period of the <br /> WMUs. <br /> 5. Natural geologic materials used in place of a liner shall be confirmed <br /> as being a continuous layer immediately underlying the WMU having a <br /> minimum thickness of ten feet and a maximum hydraulic conductivity of <br /> 1 x 10 centimeters per second (cm/sec) . This shall be accomplished <br /> through a series of borings, performed by or under the supervision of <br /> a registered civil engineer or certified engineering geologist, to a <br /> depth of not less than ten feet below the WMU and on a horizontal <br /> spacing of not more than 200 feet on centers. These borings shall be <br /> sealed so as not to impair the integrity of this layer. The logs of <br /> these borings shall be submitted to the Regional Board for review and <br /> approval prior to construction of the WMU. <br /> 6. Materials used to construct leachate collection and removal systems <br /> (LCRSs) shall have appropriate physical and chemical properties to <br /> ensure the required transmission of leachate over the life of the WMUs <br /> and the post-closure maintenance period. <br /> 7. Clay liners and landfill caps shall have a maximum hydraulic <br /> conductivity of 1x10'cm/sec and a minimum relative compaction of 90 <br /> percent. Hydraulic conductivities of liner materials shall be <br /> determined by laboratory tests using solutions with similar properties <br /> as the fluids that will be contained. Hydraulic conductivities of cap <br /> materials shall be determined by laboratory tests using water. <br /> Hydraulic conductivities determined through laboratory methods shall <br /> be confirmed by field testing of the finished liner and/or cap. <br /> Construction methods and quality assurance procedures shall be <br /> sufficient to insure that all parts of the liner and cap meet the <br /> hydraulic conductivity and compaction requirements. <br /> 8. LCRSs shall be designed, constructed, and maintained to collect twice <br /> the anticipated daily volume of leachate generated by the WMU and to <br /> prevent the buildup of hydraulic head on the underlying liner at any <br /> time. The depth of fluid in any LCRS sump shall be maintained low <br /> enough to prevent a significant head on the liner. <br /> Supervision and Certification of Construction <br /> 9.
