failed to prepare or augment hydrogeologic cross-sections as <br /> additional wells have been installed. submitted sections have <br /> not depicted screened intervals and a representative groundwater <br /> level for each well . <br /> 2 . 3 . Respondent violated 40 CFR, section 265.93 (d) (4) , in <br /> that on or about December 6 and 7 , 1988 , Respondent failed to <br /> implement a groundwater quality assessment plan which would <br /> determine the rate and extent of migration and concentration of <br /> hazardous waste or hazardous waste constituents in the <br /> groundwater. Respondent failed to make a sufficient number of <br /> hydraulic conductivity (K) determinations. Respondent has <br /> failed to adequately monitor Pond 1 in the upper water-bearing <br /> zone. Also, Respondent has failed to monitor the interval <br /> between approximately 70 to 180 feet in depth. Additionally, <br /> the lower water-bearing zone (180 to 220 feet) is inadequately <br /> monitored. <br /> 2 . 4 . Respondent violated 40 CFR, section 265 . 93 (d) (7) (i) in <br /> that on or about December 6 and 7 , 1988 , Respondent failed to <br /> collect consistent and complete quarterly historical groundwater <br /> monitoring data. Respondent failed to make determinations of <br /> the rate and extent of migration and concentration of hazardous <br /> waste or hazardous waste constituents in the groundwater on a <br /> quarterly basis. Historically, Respondent failed to include all <br /> of the constituents of concern in the heavy metal analyses. <br /> 3 <br />
