William W. Olive (Kearney) , Peter T. Quinlan and <br /> Terry Turner (Hargis + Associates, Inc. ) , and Frank <br /> Dellechaie, Susan Timm, and Douglas O'Neal (DHS) attended. <br /> The RWQCB representative did not attend because of a pressing <br /> deadline to complete the Kearney-KPF Comprehensive Monitoring <br /> Evaluation (CME) . <br /> Kearney representatives were anxious to discuss the Closure <br /> Plan. DHS agreed to discuss the Closure Plan, but indicated <br /> that it would be more appropriate to discuss and comment upon <br /> the Draft Groundwater Assessment Plan for Kearney-KPF <br /> submitted by Hargis to DHS on December 15, 1988. <br /> DHS began the discussion by asking the contractors to discuss <br /> the proposed Soil Gas Survey and the rationale behind it. The <br /> contractors said that the Soil Gas Survey was a reconnaissance <br /> tool to look at the soils and the groundwater contaminant <br /> migration in the shallow portion of the aquifer. The plan <br /> calls for twenty locations along the perimeter of the site <br /> (fence line) and ten locations in Pond 1 and Pond 2 areas to <br /> be sampled. The samples will be taken six feet below surface <br /> level. Based upon the results from these samples, ten <br /> additional locations will be selected and sampled. The soil <br /> gas survey may better characterize the distribution of VOCs in <br /> the subsurface. The Soil and Gas Survey will be conducted by <br /> Tracer Research Corporation, based in Arizona, using a mobile <br /> laboratory. <br /> DHS mentioned that all of the Soil Gas Survey locations were <br /> within the inner fenced perimeter and suggested that four or <br /> five additional locations in the western region of the <br /> facility be sampled. It was agreed that four or five <br /> additional locations--a couple down the middle and a couple <br /> down the side--would be added to the survey. The Soil and Gas <br /> Survey is scheduled to begin February 6, 1989, and continue <br /> for about three days. If the soil in the area is saturated <br /> from rain, there, will be problems and the sampling will be <br /> delayed. <br />
