Peterson, Plant Manager; Fred Pelot, Foreman; <br /> Laurie Cotulla, San Joaquin Local Health District <br /> OBSERVATIONS AND COMMENTS <br /> We met with Mr. Pelot at 10:00 and proceeded to the galvanizing shop. He <br /> explained that raw iron is dipped into "Oakite" (pH 12.8), then rinse water, <br /> then hydrochloric acid solution (pH <0.2) , then dipped into the molten zinc <br /> galvanizing vat. Sometimes the procedure is repeated. <br /> The acid, base, and rinse water were disposed of to a pit out back until 4 June <br /> 1985, and the rinse water was disposed of there until 23 December 1985, ac- <br /> cording to Peterson and Pelot. <br /> The acid and "Oakite" solutions were dumped simultaneously via a pipe which went <br /> directly to the pit. Peterson said some long-time employees told him that the <br /> pit was actually a seepage pit, perhaps 35 feet deep, and filled with porcelain <br /> fragments. The pit is currently filled with sediment to within about 3 feet of <br /> ground surface. The rinse water was dumped via pipe to ,just behind the shop and <br /> allowed to flow overland, via the unlined drainage way, to the pit. <br /> I took two samples of pit sediment, one sample of the sediment at the outfall <br /> behind the shop where the rinse water was discharged, and one sample each of the <br /> diluted acid solution, "Oakite" and rinse water. The liquids will be analyzed <br /> for total and dissolved zinc and lead, and pH; the solids will be analyzed for <br /> total and distilled water extractable zinc and lead, and pH. <br /> Mr. Peterson gave me a copy of an undated analysis of a soil sample taken in the <br /> pit. The results are as follows: <br /> Constituent Concentration In Soil <br /> pH 1.8 <br /> Zinc, mg/kg 27,000 <br /> Lead, mg/kg 210 <br /> (A conversation with Mr. John Bartell , of Canonie Engineers revealed that the <br /> analyses were for total metals detected by AA. ) Kearney KPF's analyses of the <br /> process wastes were discussed in my memo on the meeting of 23 December 1985. <br /> REVIEWED BYE <br />
