(Dudek) on behalf of Kearney- <br /> National, Inc. (Kearney) for the Keamey-KPF facility at 1624 East Alpine Avenue in Stockton: <br /> • 10 June 2004 Addendum to 4-Month Full-Scale Treatment System Operations Report <br /> (Addendum Letter); <br /> • 10 June 2004 Responses to Regional Board Comments on 2003 Annual Groundwater <br /> Monitoring Report and 2004 First Quarter Monitoring Report(Response to Comments); <br /> and <br /> • 15 June 2004 Monthly Operations Report May 2004, Interim Groundwater Remediation <br /> System (Report). <br /> The Addendum Letter responds to Regional Board staff s 3 June 2004 letter and the Response to <br /> Comments responds to Regional Board staffs 21 May 2004 letter. The Addendum Letter and <br /> Response to Comments adequately address Regional Board staff comments. <br /> As required by Waste Discharge Requirements (WDRs) Order No. 5-01-269, the Report discusses <br /> the monthly sampling of the groundwater pump and treat system during May 2004. The Report <br /> refers to the remediation system as interim, but the system has moved.into the full-scale operations. <br /> The Report provides analytical data for treatment system effluent samles. The effluent sample <br /> collected on 14 May 2004 shows a 1,4-dioxane concentration of 10 micrograms per liter, which <br /> exceeds the effluent limit set in the WDRs. This is the second effluent limit exceedence. Regional <br /> Board staff acknowledges that Kearney has worked diligently to get the remedial system into full- <br /> scale operation and that the exceedences are not a result of negligence or oversight. Therefore, on <br /> 22 June 2004, Ms. Devra Lewis of my staff sent Ms. Glenna McMahon of Dudek an email <br /> proposing sampling twice a month for six months, which is increased monitoring from the <br /> sampling required by the WDRs, with a one-week turnaround time from the laboratory.
