0 <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. R5-2003-0838 <br /> FOR <br /> KEARNEY-NATIONAL, INC. AND ALPINE BUILDERS, INC. <br /> FORMER KEARNEY-KPF FACILITY <br /> SAN JOAQUIN COUNTY <br /> Kearney-National,Inc. (hereafter Discharger) operated the former manufacturing facility at <br /> 1624 East Alpine Avenue in Stockton(site). The property is owned by Alpine Builders, Inc. <br /> Waste disposal from the manufacturing processes occurred in the central portion of the site in <br /> surface impoundments, which caused soil and groundwater pollution with total dissolved solids <br /> and volatile organic compounds (VOCs), including 1,4-dioxane. This pollution impaired the <br /> beneficial use of groundwater. Groundwater is first encountered at about 40 feet below ground <br /> surface. There are three water bearing zones monitored at the site. <br /> On 7 December 2001, Waste Discharge Requirements Order No. 5-01-269 was issued to the <br /> Discharger for a groundwater treatment and disposal system. Groundwater is extracted from <br /> various wells and treated by hydrogen peroxide injection, ultraviolet light, and air stripping <br /> before discharge to the subsurface or a retention basin. The final treatment step of granular <br /> activated carbon was removed from the treatment train but remains in place and ready for <br /> operation in the event that site conditions change. Monitoring of that system is required by <br /> Monitoring and Reporting Program (MRP)No. 5-01-269,Revision 2. <br /> This MRP is issued pursuant to Section 13267 of the California Water Code and is necessary to <br /> delineate groundwater pollutant plumes and determine whether remediation efforts are effective. <br /> Existing data and information about the site shows the presence of various chemicals, including <br /> chloroform, 1,1-dichloroethanc, 1,2-dichloroethane, 1,1-dichloroethene, 1,2-dichloroethene, <br /> methylene chloride, tetrachloroethene, 1,1,1-trichloroethane, 1,1,2-trichloroethane, <br /> trichloroethene, and 1,4-dioxane, resulting from the Discharger's past operations. The <br /> Discharger shall not implement any changes to this MRP unless and until a revised MRP is <br /> issued by the Executive Officer. This MRP replaces the requirements listed in MRP No. <br /> R5-2002-0829, which was issued on 16 September 2002. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> abandonment of any groundwater monitoring or extraction wells, the Discharger shall submit <br /> plans and specifications to the Board for review and approval. Once installed, all new wells shall <br /> be added to the monitoring program and shall be sampled and analyzed according to the schedule <br /> below. <br />
