Mosbacher, P.E. <br /> ACCOMPANIED BY: Jon Weiss <br /> OBSERVATIONS/COMMENTS: <br /> This was LOF's annual NPDES inspection. We started the inspection with a walk through the <br /> glass production and fabrication areas. The glass production and furnace portion of the plant is <br /> under construction to modernize the plant. The plant modernization efforts are nearly complete. <br /> The anticipated restart of the furnace and float glass production is scheduled for later in March or <br /> early April of this year. The majority of the glass fabrication part of the plant is still operating, <br /> utilizing glass that was stockpiled before the glass production line was shut down in Nov (93). <br /> LOF's modernization efforts will rebuild the glass furnace and completely replace the float glass <br /> production conveyance system. During the conveyance replacement, two large hydraulic lifts <br /> had to be removed and a deep excavation had to be made. The excavation was deep enough <br /> (approximately 20 feet below natural grade) that dewatering was required to get to total <br /> excavation depth. Dewatering efforts encountered hydraulic/lubricating oil `free product' in the <br /> extracted groundwater. The free product was anticipated so the extracted ground water was <br /> pumped into five 15,000 gallon trailer storage tanks Only the first ten to twenty thousand <br /> gallons of ground water extracted contained the free product. LOF performed BTEX, TPH, and <br /> metals analyses of the extracted groundwater in February 1994. The BTEX concentrations in all <br /> five tanks were below detection limits (0.3µg/1), the TPH concentrations ranged from non detect <br /> to 3.6 mg/1 and the only metal that was measured above drinking water MCLs was arsenic with <br /> concentrations ranging from 0.12 to 0.069 mg/1. The arsenic concentration in all five tanks is <br /> above the allowable drinking water standard of 0.05 mg/1. <br /> LOF would like to discharge the extracted ground water into their existing wastewater treatment <br /> system. The extracted ground water would be piped into a wastewater manhole adjacent to the <br /> five tank trailers to get into LOF's wastewater treatment system. <br /> From the float glass production area we went to the wastewater treatment plant. The treatment <br /> plant appeared to be operating normally. There were no strong odors and the aerators were <br /> functioning. Freeboard in the million gallon flow equalization reservoir was more than adequate <br /> and the final effluent looked relatively clear and blue green in color. All effluent generated was <br /> going to land and was used for irrigating the grassy areas on LOF's property. The overall <br /> appearance of the wastewater treatment facility was cluttered and looked as though maintenance <br /> of the plant has been marginal in the past year. <br /> LOF would like to increase its effluent disposal area to land by including the area south of the <br /> plant. Mr. Weiss and I walked the area LOF would like to start utilizing for effluent disposal. It <br /> appeared to be usable with only minor alterations for runoff control.
