0 ►
LIBBEY-OWENS-FORD -2- 8 April 1994
INSPECTION MEMO
would have to submit a report of waste discharge for the expanded irrigation areas along with all
supporting documentation that demonstrates the agronomic and hydraulic capacity of the soils
would not be exceeded.
As part of this annual site inspection I have also reviewed LOF's Annual Discharge Monitoring
Report and their monthly monitoring files. It appears the effluent from the wastewater treatment
plant does not receive sufficient treatment to allow discharge to the river, i.e., the BODS exceeds
the monthly average concentration. As long as the wastewater continues to go to land, the
current BODS levels will not be a problem.
INSPECTION SUMMARY:
Maintenance of the wastewater treatment plant appears to be lacking. The wastewater treatment
plant does not adequately reduce the BODS levels to meet the permit limits for river discharge.
L, r
Michael . Mosbacher, Project Engineer
