PERMIT NO.93-3 <br /> CONDITIONS- <br /> 1 . The term of Permit No. 93-3 is twelve (12) months from the <br /> date of issuance. <br /> 2. The Libbey Owens Ford Company discharge is subject to the <br /> prohibitions and conditions contained in City of Manteca <br /> Ordinance No-644 (Copy Attached) . The discharge is limited to <br /> cooling water (550,000 gallons) from the treated glass furnace. <br /> Discharge of other wastewater is prohibited. <br /> 3 . The City of Manteca and/or City of Lathrop shall be permitted <br /> access to the wastewater treatment and storage site at any time <br /> for the purpose of inspection, and/or sampling or testing the <br /> wastewater. <br /> 4 . Discharge will be through the City of Lathrop' s sewer system <br /> and will be a contributing component of the City of Lathrop' s <br /> 800 ,000 gallon per day wastewater treatment allocation. <br /> 5. The discharge of wastewater with a pH lower than 5.5 or <br /> greater than 11 .0 is prohibited. <br /> 6 . Maintain pH of cooling water during filtration between 8 .0 <br /> and 9 .5. Maintain records on pH during filtration to document <br /> compliance with filtration pH requirement. Documentation to be <br /> provided to the City of Manteca upon request. <br /> 7. Grab samples are acceptable based on batch treatment and <br /> discharge of' the cooling water. Discharge of filtered cooling <br /> water into the holding tank shall be stopped when batch <br /> discharge is occurring. A separate sample shall be collected <br /> and analyzed for each batch of treated cooling water. A flow <br /> proportioned composite sample may be used in lieu of a grab <br /> sample. Flow proportioned composite sampling must be used for <br /> any other mode of discharge. <br /> 8 . Samples from each batch shall be analyzed for pH, total <br /> chromium, and total dissolved solids. Chromium analysis shall <br /> be conducted in accordance with Standard Methods 3120 (17th <br /> Ed. ) , or EPA Method 200 .7 . Report the volume, concentration, <br /> and pounds of pollutants for each batch of wastewater <br /> discharged. The initial report shall be reported in the first <br /> week of discharge. <br /> ATIIk1MENP 1 <br />
