0 <br />0 <br />ASBESTOS -CONTAINING WASTE MATERIALS CONTROL AND WORK PLAN <br />FORWARD LANDFILL EXCAVATION OF ASBESTOS -CONTAINING DEBRIS <br />LIBBEY-OWENS-FORD CO. <br />INTRODUCTION <br />Libbey-Owens-Ford Co. plans to excavate an estimated 240 cubic yards of asbestos - <br />containing debris and associated fill soils to gain access to "grey" glass batch material <br />inadvertently sent for disposal at the Forward Landfill. The total size of the excavation is <br />estimated to be about 20 x 40 feet by ten feet deep. <br />The waste is located in an active disposal "cell'. Access to the work area will be <br />restricted. Appropriate control measures will be implemented to control emissions during <br />excavation and handling of waste materials. <br />ASBESTOS CONTAINMENT <br />Enclosure of the excavation will be designed to meet the "no visible emissions" <br />requirement and to limit possible exposure to personnel not involved in the excavation. <br />The enclosure will consist of a rugged plastic barrier (blue reinforced construction tarps) <br />on four sides and as a roof. The enclosure will prevent disturbance by wind and provide <br />a high degree of fugitive emission control during the ACM excavation and handling <br />activities. <br />Access to the inside of the enclosure will be restricted to personnel directly involved in the <br />project and wearing the appropriated personal protective equipment (see below). The <br />enclosure is considered a regulated area for the purposes of the Cal/OSHA asbestos <br />standard. <br />A single chamber will be provided for changing into and out of protective gear. This <br />chamber will be considered a clean room and will be maintained as such. Alternatively, <br />the chamber may be part of the shower setup and not directly connected to the <br />enclosure. The employees will remove one protective suit before leaving the enclosure <br />(see below). <br />To allow ease of moving equipment in and out of the enclosure, the walls of the enclosure <br />may be arranged to allow sections to be raised or pushed aside. Regardless of how the <br />access doors are constructed, they will be constructed for gravity closure. <br />Door and openings in the enclosure will remain closed except when in use. Before doors <br />are opened, personnel stationed outside will confirm that personnel not associated with <br />the project and not appropriately protected are not in the area. <br />
