0 <br />C <br />• <br />0 0 <br />- 1 - <br />On May 4th, 1992 PRC/Refinery Services of Patterson CA was <br />contracted by Libbey Owens Ford to remove and dispose of <br />approximately 40,000 gallons of fuel oil that had been stored in <br />tank on the Libbey Owens Ford property. Upon arriving, at <br />approximately 7:00 A.M., they discovered that a pump seal had <br />collapsed during the night of May 3rd and a spill had occurred. <br />then contacted Libbey Owens Ford Environmental Coordinator, Kim <br />Reed. Lambert Construction/ Environmental was contacted by <br />PRC/Refinery Services to respond for Libbey Ownes Ford for this <br />emergency service. <br />a <br />They <br />1.1 The following agencies were notified and visited the site: <br />Office of Emergency Service - Dennis Fields <br />Lathrop Fire Department <br />San Joaquin Environmental <br />The Regional Water Quality <br />2.0 PROPOSED EMERGENCY RESPONSE <br />Health Dept. - Carol Oz <br />Control Board was also notified <br />After on site discussions between the regulators of Libbey <br />Ford and Lambert Construction/Environmental a decision was made <br />pump out the puddles of oil that had not soaked into the ground. <br />the last inventory of Libbey Owens Ford, the tank contained <br />approximately 34,000 gallons of fuel. At this time PRC/Refinery <br />Service then pumped out of the tank approximately 22,530 gallons <br />fuel, and vacuum pumped out of the puddles approximately 2,261 <br />Owens <br />to <br />On <br />of <br />gallons of fuel, giving a total pumped from both the tank and the <br />puddles of approximately 24,791 gallons of fuel, leaving an <br />approximate total of 9,209 gallons of fuel that had soaked into the <br />ground to be excavated and disposed of. <br />2.1 Upon completion of the pumping/vacuuming Lambert <br />Construction/Environmental immediately began excavation of the <br />contaminated soil An area was chosen for the placing of polyurethane <br />and stockpiling of the contaminated soil on it. Please refer to the <br />site map labeled Attachment #1 for location. <br />2.2 A sample of the fuel oil was taken, placed under a chain of <br />custody and immediately transported to GeoAnalytical Laboratory for <br />analysis. Please see Attachment #2 for the results. <br />
