GENERAL DESCRIPTION OF FAC=. <br />Libby -Owens Ford is located east of Interstate -5 on the south side of Fast Louise Avenue in Lathrop. <br />Float glass is manufactured for the architectural and automotive markets. <br />VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION: <br />Four types of hazardous wastes are generated at (LOF-Plant #10). The first category is made up of <br />70% sand and soda ash, 20% limestone, selenium, cobalt oxide and nickel oxide. The second category <br />includes chromium III oxide which converts to chrome VI from heating and oxidation in glass melting <br />furnace. The third group consists of lead oxide materials (for the black bands on windshields) along <br />with zinc, manganese, chromium and nickel. The fourth type is liquid oil and oil mixed with <br />absorbants under the plant machines. <br />The facility generated approximately 71 tons of solid waste. Seven (7) tons of waste oil and four (4) <br />tons of asbestos in 1989; for an approximate solid waste total of 82 tons. <br />VII. VIOLATIONS: <br />VIII. <br />"See Report of Violation and Schedule of Corrections". <br />Letitia Resch and I arrived at LOF at approximately 1000 hours. We identified ourselves and met <br />with Ronald W. Quick, Coordinator -Technical Services. We explained the nature of our routine <br />inspection. At Mr. Quick's office we reviewed the facilities operating records, including hazardous <br />waste receipts and manifests, contingency plan, waste analysis and training records. <br />Following the review of the operating records, Mr. Quick gave us a tour of the facility which ended <br />up at the hazardous waste storage area. Nine (9) hazardous waste barrels were existing in the <br />hazardous waste storage area. Three of the nine barrels lacked the appropriate hazardous waste <br />identification labels. <br />IX. DISCUSSION WITH MANAGEMENT: <br />At the conclusion of the inspection we asked Mr. Quick if he had any questions, he stated he did not. <br />I advised Mr. Quick that he would be receiving a copy of our inspection report. At this time Ms. <br />Resch and I left the facility. <br />
