<br />Risk Assessment Concerns
<br />A. What Is the possibility of an if'rcident with the use of T/C/,?
<br />Our manufacturing facilities have had no major or mirror incidents for the last ten
<br />years. The probability of an incident depends on adherence to safety practices,
<br />including those described herein, and upon numerous operating procedures and
<br />equipment configurations particular, to the Consuming location.
<br />8. If an incident oc(,urs, what are the health risks In the Immediate area
<br />of the incident?
<br />The following information was derived from an inhalation toxicity study published
<br />by DuPont.,
<br />TiCI. is a colorless liquid that hydrolyzes in moist air to form a highly dispersed smoke
<br />consisting of a mixture of titanium oxychloride and hydrogen chloride. TiCl4 is a toxic
<br />and corrosive chemical, and injuries have been reported when industrial workers were
<br />sprayed with water after- being splashed with the chemical (Lawson, 1961). The
<br />chemical has beenAgown to cause skin burns in man (Lawson, 1961) and animals
<br />(Foulger and Zapp, 1949, cited by Lawson, 1961), Dermal application of TiCI,
<br />produced a second-degree burn in experimental animals (Lawson, 1961, Sanotskii,
<br />1960). A splash of liquid TiCI, in the eyes induced permanent corneal damage in man
<br />(Reisman, 1956-1957, cited by Lawson, 1961) and animals (Sanotskii, 1960) In an
<br />earlier range -finding study, rats exposed to a high concentration of TICK vapor
<br />developed pulmonary edema, necrotic laryngitis, acute inflammation in the airways,
<br />necrotic keratitis, and conjunctivitis. No evidence of mutagenic potential was seen in a
<br />Chinese hamster ovary cell/hypoxanthine-guanine-phosphoribosyltransferase (CHO/
<br />HGPRT) study or a Rec assay with 80ci11us subtilis (Kada, et al., 1980; Kanematsu, et
<br />al„ 1980). Since little information was available concerning the chronic inhalation
<br />toxicity potential ofTiCl,, a 2 -year inhalation study in rats was conducted.

<br />Akzo Chemicals Inc.
<br />Ingestion
<br />The acute oral LD., is less than 464 mg/kg in reale rats, A single oral dose of 464
<br />mgr'kg produced a severe decrease in physical activity and 100 percent mortality.
