A single dermal application of 1000 <br />mg/kg did not produce symptoms of toxicity in rabbits. Local effects included <br />moderate to severe necrosis and edema. <br />Inhalation <br />The acute inhalation L.C,, is 0.4 mg/L in rats for a four-hour inhalation exposure. The <br />cause of death appeared to be pulmonary edema. Repeated inhalation exposures in rats <br />to 0.04 mg/L for 6 hours per day, five days per week, for four weeks produced decreased <br />weight gain, inflammation of the respiratory tract, pulmonary fibrosis and 8 percent <br />mortality. Similar treatment to 0.005 mg/L showed no treatment-related effects (Kelly, <br />et al., 1981). <br />See also Section B above, <br />R. What compounds does MI. form on exposure to air? <br />Hydrolysis of TiCI, produces titanium oxychloride, titanium oxides and hydrogen <br />chloride. Reaction with other compounds produces other products, some of which <br />could be potentially harmful. <br />E, if we have a spill of the chemicol compound stored on location, how should we react <br />during the initial period before the vendor can be contacted? <br />If a spill or release occurs, the following steps should be taken: <br />1. Contain the spill, For a large ground or floor spill, blanket the liquid with <br />Hazmet,1-2 Foam (National Foam Co.); this will allow the TiCi, to slowly hydrolyze <br />to hydrochloric acid without excessive fuming. <br />2. When the reaction subsides, neutralize the spilt with soda ash and flush away with <br />large amounts of water. <br />3. Operators and safety personnel should wear full protective clothing and <br />respiratory protection during the entire cleanup procedure. <br />4. For small spills, wash with large amounts of water and neutralize with soda ash, or <br />mop up with wet rags. Employees should wear rubber gloves and face shields. <br />Danger and Safe Areas <br />Vapor cloud dispersion and dissipation rates are dependent upon variables of terrain <br />configuration and atmospheric conditions. Dispersion rate models have been <br />designed to accommodate single compounds only. However, since TiCI; hydrolyzes to <br />form intermediate titanium oxychloride and hydrogen chloride before decomposing to <br />titanium oxide and hydrogen chloride, these dispersion rate models may not apply. <br />Precautions <br />A. What precautions has Akzo taken to prevent an emergency escape/release? <br />All tank truck shipments of TiCl, are equipped as follows: <br />A 35 -pound rupture disk is followed by stainless steel piping equipped with a'A-turn <br />ball valve. The valve handle is sealed (with a breakable seal) in the open <br />position. A waterproof tag is attached to the valve. The tag reads: "If valve is closed, <br />or seal broken, contact carrier immediately." The phone number is on the tag. <br />B. What procedures should we (the customer) take to prevent an emergency <br />escape/release? <br />To minimize the possibility of accidental release of material to the environment, you <br />should adhere to a routine physical inspection of storage tanks (i.e., ultrasonic <br />testing for internal corrosion; testing of relief valves), and ensure that the scrubber is <br />not backed up into the tank. <br />
