Navone, Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> 122, 123, & 124. Manifest number 006006909FLE and 003923574SKS were found without a signed off <br /> copy from the destination facility. Hazardous waste generators shall retain copies of all manifests <br /> signed off by the destination facility on site for three years and have them readily available for review. If <br /> the generator did not receive a copy of the manifest with the handwritten signature of the owner or <br /> operator of the facility to which the generator's waste was submitted within 60 days of the date the waste <br /> was accepted by the initial transporter, the generator shall submit a legible copy of the missing manifest, <br /> with some indication that the generator has not received confirmation of delivery. This information shall <br /> be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O. Box 806 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of the missing manifest or prepare and submit the required information to <br /> DTSC. By 12/19/2013, submit to the EHD a copy of the signed off copy of the manifest or a copy of the <br /> information submitted to DTSC. <br /> 301 (Repeat). Witnessed spillage of knock-out oil under blending tanks, and used absorbents deployed <br /> on oil spills at the Blending Department, the used oil storage area, and hydraulic oil storage trailer. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of <br /> hazardous waste to air, soil, or surface water which could threaten human health or the environment. <br /> Immediately , and manage according to Title 22 hazardous waste regulations. Submit a statement and <br /> supporting documentation explaining how this waste was managed by 12/19/2013. <br /> 404 (Repeat). Witnessed two 5-gallon buckets of used oil and one 55-gallon drum of solid absorbent- <br /> snake waste with no lid (see Item #108 on Page 4). All hazardous waste containers shall be closed at <br /> all times except when adding or removing waste. Immediately close these containers and ensure all <br /> hazardous waste containers are closed when not adding or removing waste. <br /> 407. Witnessed one 55-gallon empty drum stored upside down with no marking within the secondary <br /> containment berm at the used oil storage area. Containers larger than five gallons that previously held a <br /> hazardous material shall be marked with the date they were emptied and managed within one year of <br /> being emptied. Immediately mark and manage all empty containers per this section. Note: generator <br /> claimed usage need for a separate stack of approximately 70 empty 55-gallon drums, albeit with no <br /> marking of the day they were empty.
