Navone, Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I, CLASS II,or MINOR-Notice to Comply) <br /> 605 & 701 (Repeat). Witnessed during this inspection: <br /> - Thirteen 55-gallon metal drums of used oil and one blue poly drum of solid waste with either <br /> unreadable or no marking on the hazardous waste labels, or no hazardous waste label at all, located <br /> at the used oil storage area. <br /> - No hazardous waste label on an approximately 30-gallon of liquid waste generated from processing <br /> of aerosol cans in the shoo. <br /> - One knock out oil 55-gallon drum and one 55-gallon drum of oil filters (not recyclable oil filters) had <br /> no hazardous properties on the label (this labeling violation item was corrected on site), and had an <br /> accumulation start date of 5/1/2012 and 3/30/2012, respectively. <br /> All hazardous waste containers shall be marked with the following information: <br /> 1. the words "Hazardous Waste" <br /> 2. name and address of generator <br /> 3. hazardous properties <br /> 4. physical state <br /> 5. composition (contents) <br /> 6. accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required <br /> information. Since these containers have been on site longer than 180 days, immediately contact a <br /> licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of the <br /> manifest to the EHD by 12/19/2013. <br /> 703. An emergency coordinator is lacking (generator has contingency plan). There must be at least one <br /> emergency coordinator on site or on call to coordinate emergency response measures, and the following <br /> information must be posted by a phone: the name and phone number of the emergency coordinator; <br /> location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number of <br /> the fire department, unless the facility has a direct alarm. Immediately appoint an emergency <br /> coordinator and post the required information by a phone. A form is provided that can be used for this <br /> purpose. Submit proof of correction to the EHD by 12/19/2013. <br /> 910,912. Aerosol cans are being processed with no written procedure and prior notification to EHD. <br /> Universal waste handler of aerosol can processing shall develop a written procedure detailing <br /> processing aerosol cans, and submit notification to EHD.
