VW <br />V. <br />Locally, LIKA resides at 1443 Navy Drive, Stockton. The General Manager of the <br />facility is Loren Pieper. <br />BACKGROUND: <br />LIKA was originally located at 2041 Navy Drive, Stockton, and was in operation from <br />1970 through 1985. An inspection of the 2041 Navy Drive facility by the Department <br />of Health Sen,,ices (now known as Department of Toxic Substance Control) in 1985 <br />revealed the facility to be contaminated. In 1985, LIKA Corporation relocated their <br />operations to the facility at 1443 Navy Drive in Stockton. In 1987, The Department <br />of Health Services placed the 2041 Navy Drive facility on the State Bond Expenditure <br />Plan and issued a "Remedial Action Order". <br />GENERAL DESCIiIMON OF FACILITY: <br />LIKA Corporation manufactures circuit boards for major electronic companies, <br />including Tandy Electronics. During the manufacturing process, the circuit boards <br />are covered in copper and then laminated with "light sensitive" plastic (which is <br />exposed to UV light) to reveal the circuitry pattern. A potassium carbonate bath <br />develops the exposed plastic, followed by an ammonia etchant which removes the <br />exposed copper. For multilayered boards, an electroless copper process takes place <br />to enable conductivity to occur, then the boards are laminated and placed in a copper <br />sulfate plating solution (electroplating). After the copper is plated, the solder is <br />plated, and then the ammonia etchant removes any remaining copper, leaving a <br />fiberglass substrate. Any traces of copper left on the sides of the boards may be <br />covered with solder again or plated with nickel and gold. <br />VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION: <br />1. Dissolving the copper from the exposed area of the circuit board using <br />ammonia etchant generates the majority of hazardous waste at this facility. <br />Cal Tank Chemical Transfer in Stockton hauls this waste under manifest to <br />Entech Recovery (daughter company of Cl' Inorganics) for reprocessing. <br />LIKA manifested 517 tons of etchant to Entech Recovery in 1990. <br />2. Metal contaminated rags generated from cleaning machinery and spills are <br />hauled under manifest by Chemical Waste Management and disposed of at <br />Kettleman Hills. LIKA manifested 17 tons of metal contaminated rags in <br />1990. <br />3. Light weight hydraulic oil is used to lubricate the laminate board presses. <br />California Oil Recyclers hauls the waste oil under manifest to Evergreen <br />recycling facility in Newark, California. LIKA manifested .5 ton of used oil in <br />1990. <br />
