potassium carbonate bath develops the exposed plastic, <br />followed by an ammonia etchant which removes 'the exposed <br />copper. For multilayered boards, an electroless copper <br />process takes place to enable conductivity to occur, then the <br />boards are laminated and placed in a copper sulfate plating <br />solution (electroplating). After the copper is plated,the <br />solder is plated, and then the ammonia etchant removes any <br />remaining copper, leaving a fiberglass substrate. Any traces <br />of copper left on the sides of the boards may be covered with <br />solder again or plated with nickel and gold. <br />VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION <br />1. Dissolving the copper from the exposed areas of the <br />circuit board using ammonia etchant generates the majority <br />of hazardous waste at this facility. Southern California <br />Chemical Company (S.C.C.) manifests this etchant to CP <br />Inorganics in Union City for reprocessing. LIKA <br />manifested 729 tons of etchant to CP Inorganics in 1989. <br />2. Metal contaminated rags generated from cleaning out <br />machinery and spills are manifested by Chem Waste <br />Management and disposed of at Kettleman Hills. LIKA <br />manifested 40 tons of metal contaminated rags in 1989. <br />3. Light weight hydraulic oil is used to lubricate the <br />laminate board presses. California oil Recyclers <br />manifests the used oil to a recycling facility named <br />Evergreen in Newark, California. LIKA manifested 200 <br />gallons of used oil in 1989. <br />4. The metal plating operation generates a hazardous waste <br />water treatment sludge. The hazardous waste water is fed <br />into a series of tanks where NaOH is eventually added <br />creating a metal hydroxide. This metal OH is then fed <br />through a clarifier causing the metal OH solution to <br />settle out. The "metal free" solution goes through a pH <br />adjustment and is then fed to the sanitary sewer. (The <br />discharge to the sewer is under a permit -by -rule process <br />imposed by DHS.) The metal OH particles are pumped into <br />a storage tank where a filter press removes additional <br />liquid. This liquid then returns to the beginning of the <br />hazardous waste water treatment system. The remaining <br />metal sludge is placed in a roll off box and manifested <br />to World Resources in Phoenix for metal reclaimation. <br />LIKA manifested 80 tons of the metal sludge in 1989. <br />5. The gold plating takes place in a separate bin which is <br />filled with cyanide (used to plate out the gold). The <br />entire contents of the bin is manifested by J and H <br />Reclaimer and taken to their facility in the Hay Area for <br />gold recovery. <br />
