("SFPP") for submittal to the California Regional Water Quality Control <br /> Board - Central Valley Region (RWQCB) and presents the results of remedial and soil sampling <br /> ' activities conducted in response to the July 24, 2006 transmix pump back-pressure valve release at <br /> the SFPP Stockton Terminal, located at 2947 Navy Drive, Stockton, California (the site; <br /> Figure 1). The activities described below were conducted in accordance with the "Work Plan for <br /> ' Product Recovery, Soil Excavation and Soil Confirmation Activities Associated with the Manifold <br /> Area Back-Pressure Valve Release at the SFPP, L.P. Stockton Terminal, Stockton, California", <br /> prepared by LFR Inc. (LFR) and dated July 25, 2006 (the "Work Plan"). The Work Plan was <br /> ' approved by the RWQCB in a letter to SFPP dated August 8, 2006. <br /> Modifications to the sampling activities were requested by the RWQCB in an email dated August <br /> ' 9, 2006. In this email, the RWQCB recommended the collection of grab groundwater samples in <br /> lieu of soil samples from the bottom of the excavation. This modification was subsequently <br /> implemented during the confirmation sampling activities described below. <br /> ' Background <br /> On July 24, 2006 a fuel odor was noted near the adjoining property boundary. Immediately <br /> following this notification, SFPP personnel located a release of refined petroleum hydrocarbons <br /> (product) at a back-pressure valve for the transmix pump in the manifold area of the site (Figure <br /> ' 2). SFPP personnel immediately isolated and shut down the failed valve and commenced SFPP's <br /> California spill notification procedures.
