VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION: <br /> 1. TOC generates antifreeze contaminated with water from their "knock out" <br /> tank associated with refueling trucks. In 1991, TOC manifested 145 gallons <br /> of waste ethylene glycol to P R C Patterson, Inc., 13331 N. Hwy 33, Patterson, <br /> CA 95363. <br /> 2. TOC has a 4000 gallon sump associated with their tank loading rack. This <br /> sump is used to collect storm water run-off, truck wash run-off, incidental <br /> spillage, etc. From the sump, the fuel/water mixture is pumped to an <br /> aboveground oil/water separator. The resulting effluent is passed through a <br /> series of carbon filters and the remaining fluid waste is discharged, under <br /> permit, to the sanitary sewer. The hazardous waste generated during this <br /> process is the waste carbon filters. Also, periodically (less than once per year) <br /> the sludge in the oil/water separator is removed and hauled under manifest. <br /> In both 1990 and 1991, no waste was manifested from either of these points <br /> of generation. <br /> 3. TOC generates hazardous waste during the cleaning of their aboveground <br /> tanks. This activity is performed by a third party company as needed, and at <br /> least routinely every 5 years. In 1991, TOC manifested 6,600 gallons of <br /> petroleum/water waste to P R C Patterson, Inc. <br /> 4. TOC generates a small amount of hazardous waste during incidental spills. <br /> The spills are absorbed with rags or clay absorbent and the resulting waste is <br /> stored and later hauled, in 55-gallon drums. In 1990, 450 pounds of this type <br /> of waste was manifested and hauled by American Environmental <br /> Management, 11855 White Rock Road, Rancho Cordova, CA, 95742. In <br /> 1991, 300 pounds of this waste was manifested to American Environmental <br /> Management. <br /> 5. TOC had a 5000 gallon underground storage tank removed under PHS-EHD <br /> permit on June 20, 1991. There were 142 gallons of rinsate generated during <br /> the cleaning of the tank prior to removal. The rinsate was hauled under <br /> manifest to Ramos Environmental Services, 1515 S. River Road, West <br /> Sacramento, CA, 95691. <br /> VIL VIOLATIONS: <br /> #1 No personnel training records available for review. <br />
