0 0 <br /> for recycling by Ramos Oil. <br /> TVG-T generates caustic soda from their peeling process. <br /> The caustic soda is neutralized and discharged to a <br /> holding pond. TVG-T has a California Regional Water <br /> Quality Control Board discharge permit. <br /> VII. VIOLATIONS: <br /> 1. At the time of inspection, TVG-T did not have copies of <br /> their hazardous waste manifests on site for inspection. <br /> VIII. OBSERVATIONS: <br /> Charles Bauer and I arrived at TVG-T at approximately <br /> 10: 00 a.m. We identified ourselves and asked to speak to <br /> Stan Lewis, Quality Control (QC) Manager. Mr. Lewis was <br /> not on site so John Welch, Production Safety, Training, <br /> and Environmental Manager accompanied Mr. Bauer and I on <br /> the inspection. <br /> Mr. Welch took us to the hazardous materials storage area, <br /> the lift truck shop, the machine shop, and cook room, <br /> process building, and the waste oil above ground storage <br /> tank area. <br /> At the plant office, Mr. Welch attempted to locate the <br /> hazardous waste manifests and Material Safety Data Sheets. <br /> These documents are kept by Stan Lewis, Quality Control <br /> Manager, and could not be located. <br /> IX. DISCUSSION WITH MANAGEMENT: <br /> I told Mr. Welch that the inspection was incomplete <br /> without proper documentation. I then scheduled a records <br /> inspection to be done with Mr. Lewis. Mr. Bauer and I <br /> departed. <br /> ADDENDUM <br /> On March 27 , 1992 , I returned to TVG-T and met with Stan Lewis. <br /> Mr. Lewis and I discussed TVG-T waste streams. TVG-T did not <br /> manifest > 5 tons of hazardous waste in 1991 according to Mr. <br /> Lewis. Mr. Lewis did not have the manifests for hazardous waste <br /> disposal on site. The manifests for TVG-T are kept in Modesto. <br /> I requested copies of the hazardous waste manifests and informed <br /> Mr. Lewis manifests (or copies) are to be kept on site and <br /> available for inspection. <br /> 3 <br />
