Universal waste <br />disposal records shall be retained for three years and have them readily available for review. Immediately locate a <br />copy of all universal waste disposal receipts for the last three years, maintain them on site, and submit copies to the <br />EHD. This is a minor violation. <br />Overall Inspection Comments: <br />This is a Routine Hazardous Waste Generator inspection and Complaint (000039108) inspection. The <br />inspection was conducted in two phases, on 1/28/2015 and on 2/9/2015. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 3/11/2015. <br />Consent to perform the inspection, take photos and collect samples was given by Norma Palomino the General <br />Manager, and Doug Murray the owner on 1/28/2015. Raymond Robinson who will be taking over Norma's <br />position, also accompanied the inspection. The 1/28/2015 inspection was terminated at around 3pm before <br />completion as requested by Norma. A checklist only was provided to generator. Inspection resumed on <br />2/9/2015; consent to perform the inspection, take photos and collect samples was granted again by Norma <br />Palomino the General Manager and Jean Murray the Corporate Secretary. <br />Complaint alleges spent sand blasting sand were trucked out to Windmill Cove for use as beach sand and <br />volleyball courts, and hazardous waste was released to possible storm drain. <br />--Two 16 oz jar of samples were collected on 1/28/2015 and split samples were provided to generator during this <br />inspection. <br />--Facility has a General Permit to Discharge Storm Water associated with industrial activity from the State Water <br />Resources Control Board. Facility is required sampling of storm water twice a year. No signs or evidence of <br />hazardous waste or material was observed entering the storm drains, which were rounded with absorbent booms. <br />This facility generated 3.5175 tons of waste in the last calendar year (Jan -Dec) as well as the last twelve months. <br />This amount does not include the volume of contaminated water that was removed on 2/2/2015 and <br />demonstrated to EHD during 2/9/2015 inspection. Facility generates hazardous waste from its trailer <br />manufacturing operation. <br />Observed marking of Universal Waste Electronic Devices stored at the office with initial date of accumulation. <br />Please be aware that Universal Waste, including lamps, electronic devices, CRT, alkaline batteries, mercury <br />switches, aerosol cans, etc. must be stored within a closed and compatible container, marked the container to <br />identify the content within and the initial date of accumulation, stored up to a maximum of one year, and retained <br />a copy of the disposal record for minimum of 3 years on site a available for inspection. <br />Generator stated the the steam pressure washer next to the Diesel Tank is a closed-loop system, where the water <br />Received by (initial): <br />Inspector: <br />Phone: <br />Date: <br />JEFFREY WONG, Senior REHS <br />(209) 468-0335 <br />01/28/2015 <br />v Page 6 of 7 <br />
